Walker and Trivette receive a message from terrorists, who threaten to blow up enough anthrax to kill one million people in Dallas, if they don't receive $100,000,000 and the release of another terrorist from prison. It's a race against time as Walker and Trivette hunt for the bomb. Someone sends the Governor a video saying they have released anthrax somewhere in Dallas. His aide then contacts Alex who then brings in Walker who tells Walker the Governor wants him to handle it. They keep their eye out for anyone with symptoms and they discover out CD is among the ones who were infected. Another video is sent wherein they state their demands, 100 million and the release of 5 men. Walker is told to form a task force and he decides to bring in Ranger Francis Gage and he asks a female Ranger Sydney Cooke to be his partner. Walker finds out how CD was infected and who did it. They bring him in but before they can question the man he takes cyanide. Which makes Walker suspect they are dealing with men who worked for the CIA.
